🧐 Ministry of Culture defines priority themes for Russian cinema

The Ministry of Culture of the Russian Federation has introduced draft decrees regulating financial assistance for the production of national films in 2026.

The documents, published on the official portal for draft regulatory legal acts, indicate a shift in focus toward socially significant and patriotic content, while establishing strict financial frameworks for various categories of filmmaking.

Priority directions

For 2026, the Ministry has highlighted key vectors for projects eligible for state co-financing:

  • Patriotism and History: The heroism of military personnel, achievements of foreign intelligence, and cultural or historical education.
  • Family Values: Support for multi-generational families, the protection of childhood, and traditional principles.
  • Social Significance: Projects focusing on the self-realization of people with disabilities.
  • Classics and Regional Cinema: Screen adaptations of literary masterpieces and the development of regional cinematic chronicles.

Funding volumes by project type

The Ministry of Culture has clearly delineated subsidy amounts, placing a particular emphasis on supporting children’s cinema and directorial debuts.

| Project Type | Support Volume (% of budget) | Maximum Amount |
| ----------------------------------- | ---------------------------- | --------------- |
| Full-length Feature Film | Up to 70% | 100 million RUB |
| Children and Youth Cinema | Up to 100% | 100 million RUB |
| Debut (State Institution Graduates) | Up to 100% | 60 million RUB |
| Debut (Other Categories) | Up to 70% | 50 million RUB |
| Documentary Film | Up to 100% | 15 million RUB |
| Production Completion | Up to 70% | 30 million RUB |

Animation: funding by the minute

For animated projects, support will be calculated based on screen time:

  • Auteur and Children’s Shorts: 400,000 RUB per minute.
  • Children’s Animated Series: 300,000 RUB per minute.

This approach is designed to stimulate the production of high-quality content for the youngest audiences.
