⚖️ TV and Radio Broadcasting Shifts to "Digital" Licensing
The Russian Government has approved new licensing regulations for television channels and radio stations. Starting September 1, 2026, the procedure will become significantly faster and transition entirely to an electronic format.
Key Changes:
- Faster Processing: The review period for electronic applications submitted via the Gosuslugi (State Services) portal will be reduced to 15 working days. In contrast, paper-based applications will take nearly twice as long—up to 28 days.
- Digital Authentication: An enhanced qualified electronic signature will become the primary tool for finalizing documents.
- Comprehensive Scope: Licenses will continue to regulate all aspects of broadcasting, from frequencies and multiplex positions to a channel’s specific programming focus.
Oversight and Compliance:
Roskomnadzor remains the principal regulatory body. Broadcasters are required to strictly adhere to ownership structure requirements as mandated by the Law “On Mass Media” and must ensure the transmission of mandatory federal public channels.
These new regulations will remain in effect until September 2032. The reform aims to reduce bureaucratic pressure while maintaining stringent standards for quality and transparency within the media industry.
