🧠 Government to Review Final Draft of Neural Network Regulation Bill
The Government Commission on Legislative Activities is set to review the final draft of the artificial intelligence bill. Over the course of its revision, the document has fundamentally shifted its trajectory: stringent prohibitive initiatives have been stripped away, pivoting the core concept toward market stimulation.
The final version has been titled “On Supporting the Development of Artificial Intelligence Technologies in the Russian Federation.”
According to the document, regulations will apply exclusively to large foundational models comprising more than 1 billion parameters. Open-source solutions and smaller-scale neural networks are exempt from these restrictions. The bill categorizes AI systems into “sovereign” (developed by Russian companies and operating on domestic infrastructure) and “national” (permitted to utilize open-source code). These specific categories will receive priority integration across public administration, healthcare, and national defense.
Requirements for mandatory labeling of AI-generated content by platforms, data center regulations, and contentious copyright clauses were entirely excluded from the final text. As State Duma Deputy Anton Nemkin explained, abandoning concepts such as banning foreign models or restricting AI training strictly to domestic datasets will prevent market stagnation. The primary benefit of the legislation will be the long-awaited codification of baseline definitions, effectively eliminating legal ambiguity across the IT sector.
