🎦 State Duma and Government Prepare Theatrical Quotas for Domestic Films
Russia may introduce a mandatory screening quota for domestic films in movie theaters. The State Duma and the Russian Government will jointly develop this and other support mechanisms for the domestic film industry, according to Olga Kazakova, Chair of the Duma Committee on Culture.
According to Kazakova, lawmakers plan to hold detailed discussions on the quota frameworks with cabinet representatives and filmmakers. The upcoming phase will involve calculating specific figures and market shares, alongside analyzing how the new regulations will impact both the promotion of Russian titles and the broader economics of movie theaters.
The committee chair emphasized that prioritizing domestic films in distribution is “absolutely correct from a patriotic standpoint,” asserting that Russian cinema should be granted a wider path compared to foreign releases.
Previously, State Duma Speaker Vyacheslav Volodin instructed the relevant committee to initiate a collaborative effort with the Ministry of Culture and film industry stakeholders to draft the necessary legislation. The quota system could emerge as a foundational, yet not exclusive, element of a major new strategy to support Russian cinematography.
