🕵️♂️ Proposals Raised to Tighten Compliance Enforcement in Film Distribution
Elena Yampolskaya, Presidential Advisor and former Chair of the State Duma Committee on Culture, has proposed expanding the number of organizations authorized to monitor compliance with legislation in the film distribution sector.
Currently, the Ministry of Culture of the Russian Federation acts as the sole agency overseeing movie distribution. Yampolskaya suggests that involving public and civic organizations in this effort would be practical, enabling them to conduct monitoring and forward gathered data to the Ministry of Culture and law enforcement authorities.
The initiative aims to strengthen oversight of cinema repertory policies. Previously, the Presidential Advisor publicly voiced opposition to the practice of unofficial (“shadow”) screenings of foreign titles in Russian theaters. Explaining her stance, she pointed to the risks tied to a lack of transparency, noting that under illegal distribution models, “it isn’t always clear what will actually be shown.”
If implemented, this proposal could establish a new framework of public oversight within the film industry, complicating pre-show screening schemes and unlicensed showings while subjecting the sector to even stricter regulatory control.
