🎭 Russia approves "Creative Industries Development Strategy through 2036"
The Government of the Russian Federation has approved a long-term concept for the development of the creative sector. The primary goal of the document is to boost the contribution of creative industries to the country's GDP from the current 4.2% to 7.7% by 2036.
Built upon the foundational Federal Law “On the Development of Creative Industries,” the strategy spans 16 sectors, including IT and software development, media, advertising, PR, filmmaking, and broadcasting.
To achieve these targets, the plan calls for expanding the number of commercial entities in the creative sector by 22% compared to 2025 levels—reaching 536,000 companies and sole proprietors. Regional infrastructure scaling is also planned, with the number of Russian federal subjects hosting dedicated creative clusters set to rise from 5 to 45. Additionally, authorities aim to increase the share of creative goods and services exported from 1.9% to 4%.
The industry’s labor shortage will be addressed by expanding the network of specialized creative industry colleges and raising the total number of specialized graduates to 307,000. Particular emphasis is placed on practice-oriented training, including internships, mentorships, and hands-on project work.
Furthermore, the strategy projects an increase in the proportion of companies registering intellectual property from 6% to 32% by 2036. This effort will require introducing new domestic anti-piracy protection mechanisms, alongside supporting international trademark registration and cross-border licensing. Priority export sectors include film, TV content, music, and the video game industry.
The Ministry of Economic Development is scheduled to present a detailed action plan in March 2027, with Deputy Prime Minister Alexander Novak appointed as the project manager. Industry experts stress that effective venture risk management, ground-level support for creators across the regions, and the implementation of flexible legal frameworks for IP monetization will serve as the critical success factors for the strategy.
