〽️ State Support for Cinema to Be Reduced for 2027–2029
The draft federal budget for 2027 and the planning period of 2028–2029 has been submitted to the State Duma. The document outlines the key financing parameters for the domestic film industry and digital content production over the next three years.
According to the explanatory note, direct subsidies from the Ministry of Culture of the Russian Federation for filmmaking are projected at 4.192 billion rubles annually. This marks a slight decrease from 2026, when state support through the ministry amounted to 4.312 billion rubles. At the same time, a separate targeted line item has been designated within the expenditure structure: 460 million rubles per year will be allocated in 2027–2029 specifically for the production of national films aimed at strengthening spiritual and moral values.
Adjustments will also affect the Cinema Foundation (Fond Kino). State funding for the organization will drop from 10.4 billion rubles in 2026 to 9.686 billion rubles in 2027. An identical amount—9.686 billion rubles per year—has been set for 2028 and 2029.
The Institute for Development of the Internet (IRI) remains the key recipient of state support in the media sector. In 2027, the organization’s subsidy for digital and video projects will total 26.001 billion rubles (compared to 25.928 billion rubles in 2026). Funding is projected at 25.122 billion rubles for 2028 and 25.996 billion rubles for 2029.
Among other industry subsidies, the draft budget provides for the following annual payments:
- JSC Roskino: 150 million rubles annually to promote national films in foreign markets.
- Cinematographers’ Union of Russia: 260.4 million rubles annually from 2027 to 2029.
This resulting financing structure demonstrates that the state maintains its priority on creating multiplatform and online content, while support for traditional theatrical releases is stabilizing at fixed levels.
