๐ Perception of "traditional values" will be assessed
The Russian Ministry of Culture has sent the Ministry of Digital Development a list of criteria to assess how viewers perceive traditional values in video content that was created with state support.
The evaluation will cover films and series shown in cinemas, on TV, online platforms, and other services. The assessment will be conducted via social surveys, questionnaires, and quantitative metrics: views, completion rates, and media mentions.
The questions will relate to the “emotional impact, satisfaction, and utility” of the content for viewers.
Experts believe that these criteria could directly influence the allocation of state grants to film and video projects. There are also concerns that the assessment results might lead to the idea of quotas for content that does not comply with the new requirements.
Several media market participants have already expressed doubts about the objectivity of the assessment due due to the subjectivity of the criteria and methodological complexity.
