๐Ÿ“‹ Online Cinemas to be obligated to declare traditional values

Online cinemas in Russia may be obligated to complete special declarations stating that their content complies with the criteria for traditional values.

The compliance criteria are currently being developed by the Ministry of Culture in conjunction with the Ministry of Digital Development.

The data from these declarations will be taken into account when making decisions about state funding for film and series projects.

It was previously reported that the evaluation would be conducted through social surveys and questionnaires (to determine “emotional impact” and “usefulness”), as well as through quantitative indicators, such as the number of views and watch completion rates.

Market participants consider this measure excessive, as content applying for state support already undergoes thorough review. Nevertheless, a law that prohibits the issuance of distribution certificates for films that “discredit traditional values” will come into effect on March 1, 2026.
