⚖️ Longer Penalties for Screening Films Without a Distribution Certificate

State Duma deputies have passed in the first reading a draft law that extends the statute of limitations for Article 14.58 of the Administrative Code (screening or distributing a film without a distribution certificate) from the current two days to one year from the date of the violation.

Under current regulations, the Ministry of Culture often lacks sufficient time to gather evidence and clarify the circumstances of cases, which has led to many cases being closed and lower fine collection rates.

The draft law allows for a full administrative investigation under this article. This will enable officials of the Russian Ministry of Culture to interview witnesses, request necessary documents, and more effectively identify film exhibitors violating the law.
