💰 Russia May Shift Animation to Full State Funding

The Russian Ministry of Culture has submitted a proposal to the government’s law-making commission to introduce full state financing (100% of the estimated budget) for the production and distribution of national animated films for children and teenagers.

This is a key measure heavily supported by animation studios, as production costs have risen by almost 50% over the past year, threatening industry stagnation due to the growing cost of technology and qualified labor.

Currently, legislation allows 100% state funding for children’s live-action films, but this rule does not apply to animation. The proposed changes would remove the financial burden from studios and create more predictable conditions for producing domestic animated projects.

The initiative will not require additional federal budget allocations and will be carried out within the existing budgets of the Ministry of Culture and the Cinema Fund.
