🤨 Businesses Reluctant to Share Data with Mediascope
Business associations (including ABD, RSPP, ARPP, and others) have criticized a proposal by the Ministry of Digital Development that would require online cinemas and social networks to provide Mediascope with an expanded set of user activity data.
The regulator proposes replacing temporary identifiers with permanent ones linked to users’ phone numbers, as well as transmitting full viewing data.
A phone-linked identifier creates “significant risks related to potential surveillance.” Integrating third-party software would also increase system vulnerabilities and require substantial investment, ultimately driving up service costs for subscribers.
The ministry insists that the data would be transferred in anonymized and encrypted form. The stated goal is to eliminate inaccuracies whereby a single user accessing services from multiple devices is counted as several users.
Experts doubt that the measures would lead to any meaningful improvement in statistics, estimating that accuracy would increase by no more than 1–2%.
