👮♂️ A New Law on “Traditional Values” Is Coming
A bill has been submitted to the State Duma introducing administrative liability for online cinemas and social networks for discrediting Russia’s spiritual and moral values.
The new rules could come into force on March 1, 2026.
For a first violation, legal entities may be fined up to 700,000 rubles. For a repeat violation, fines may reach up to 3 million rubles.
Failure to remove content within 24 hours of a request from Roskomnadzor would result in a fine of up to 1 million rubles.
Decisions on what constitutes the discrediting of values will be made by the Ministry of Culture, through revoking or refusing to issue distribution certificates.
Industry representatives (streaming services and studios) describe the measure as excessive. Their main concern is the lack of clear criteria. To date, there is no official definition of what content is considered “discrediting,” nor clarity on which experts will issue such judgments. The business community also insists that the law should not have retroactive effect on films released before March 2026.
