🎄 New Year Update to Mediabase: Transition to a Digital Permissions Registry for the Media Industry Completed

The Russian content distribution market is moving to automated accounting of rights for TV signal delivery.

The Mediabase platform has summarized the results of implementing a unified digital registry designed to fully replace traditional paperwork between rights holders and operators.

Throughout 2025, MSK-IX carried out a phased transition to digital accounting of permissions for TV channel delivery across the Russian media industry. By the end of December, the project—which brought together rights holders, operators, and technology partners within a single framework—entered full-scale operational use.

A key milestone in this digital transformation was the Mediabase platform update released on December 24. Permissions can now be renewed using an “inheritance” principle: the system automatically generates a new document based on the existing one, preserving key parameters. This allows market participants to adjust data online and instantly confirm renewals.

The new functionality is especially in demand at year-end, as a significant portion of permissions expire on December 31. Moving these processes into a digital environment has dramatically shortened turnaround times: procedures that previously took up to several weeks can now be completed within one business day. The Medialogistics service was the first to deploy the new mechanism in full production, testing automated notifications and seamless signal delivery renewals.

The unified digital permissions registry operates on the Mediabase platform and is available online to participants in the domestic media market. The service automates the full lifecycle of documents required for the lawful delivery of TV signals across pay-TV networks.
