▶️ Online cinemas want to be equated with regular ones
A proposal has been made in the Federation Council to equalize the requirements for offline and online cinemas.
Andrei Kutepov, head of the committee on economic policy, sent a letter to Prime Minister Mikhail Mishustin with a proposal to introduce a unified procedure for issuing rental certificates.
Currently, the Ministry of Culture controls the content in regular cinemas through rental certificates. Meanwhile, online platforms and TV are under the jurisdiction of the Ministry of Digital Development, and different rules apply to them. This leads to films that have not received approval for large screens being freely released online.
The stated goals are:
▪️ to ensure a unified approach to checking content for compliance with spiritual and moral norms;
▪️ to eliminate the legal vacuum that encourages viewers to switch to streaming platforms for foreign and unlicensed films;
▪️ to improve cooperation between the Ministry of Culture and the Ministry of Digital Development.
The senator believes that the current gap in legislation creates inequality and hinders effective supervision of the content being broadcast.
