🎬 German Film Renaissance: Production Budget to Double

Germany’s film industry is on the verge of major change. On the eve of Berlinale 2026, the German government unveiled a sweeping reform plan: annual sector funding will rise to €250 million, and streaming platforms will be required to invest in local content.

Key points of the reform:

✅ “Film Booster.” The budgets of the federal funds DFFF and GMPF will almost double, making Germany one of the most attractive shooting locations in Europe.

✅ Tax on Netflix and Disney. An investment quota is being introduced: streamers and broadcasters will have to invest at least 8% of their revenues in German and European projects.

✅ Bonuses for generosity. If a platform invests more than 12%, it gains the right to be exempted from certain strict legal requirements.

✅ Protection for independents. The reform guarantees a fair distribution of rights to content between global giants and local independent studios.

Culture commissioner Wolfram Weimer compared German producers to “friendly mice” and the American majors to “dancing elephants.” The goal of the reform is to give the “mice” the resources to compete for real.

Results are already visible: thanks to an increase in tax rebates to 30%, Studio Babelsberg is inundated with applications. Meanwhile, 2025 was the strongest year in five years for German cinema: the market share of local films rose to 27.4%, and the year’s top title was the comedy “Manitou.”
