🔒 TV signal protection systems designated as critical infrastructure
The Russian government has added conditional access systems for television broadcasting (CAS and DRM) to the list of critical information infrastructure (CII) objects.
Under Government Order No. 360-r, solutions that encrypt signals for satellite, cable and IPTV operators are now subject to mandatory certification by FSTEC.
Operators are required to replace foreign software from Google, Microsoft, Apple and Viaccess with Russian equivalents from vendors such as Rostelecom and GS Labs.
The measure comes amid a rise in broadcast hacks and false alarm signals.
Companies using Western software (around 80% of the market) will have to invest in vulnerability audits, equipment replacement and staff training.
Major players like Tricolor already rely on domestic systems, but for many online cinemas the transition is complicated by global studios’ strict content protection requirements.
